New details are surfacing about the prostitution scandal in Cartagena, Colombia as investigators attempt to locate the 11 women who allegedly partied with U.S. Secret Service and military personnel. NBC's Kristen Welker reports.
More Secret Service agents allegedly involved in last week’s prostitution scandal in Colombia are expected to resign amid the continuing investigation of the incident in advance of President Barack Obama’s visit to the Latin American country, a congressional source with knowledge of the case tells NBC News.
The source, speaking on condition of anonymity, said the exact number of resignations that would be announced as early as Thursday afternoon was not clear.
Word that more resignations are pending comes a day after Secret Service spokesman Paul Morrissey announced that three of the 11 employees suspended in connection with the scandal were leaving the agency -- a supervisory employee who was allowed to retire, a second supervisory employee who was listed for "removal for cause" and a non-supervisory employee who resigned. Eight other agency employees remain on administrative leave without their security clearances, Morrissey said.
CBS News reported Thursday that one of those three is planning a lawsuit after being forced to leave the agency, quoting an unidentified congressional source briefed on the matter.
Secret Service Director Mark Sullivan has told lawmakers that the 11 agents and 10 U.S. military personnel also implicated in the scandal have given conflicting stories about the incident, in which they were accused of partying with as many as 20 prostitutes at a legal brothel in Cartagena least week. The incident, which reportedly ended with at least some of them bringing prostitutes back to their hotel, became public only after one of the prostitutes complained that one of the agents refused to pay her the agreed-upon amount.
The special agents and uniformed officers of the Secret Service and other military personnel were in Colombia in advance of Obama's arrival for the Summit of the Americas.
Three Secret Service employees will leave the agency in the wake of a Colombian prostitution scandal which took place when the agents were protecting President Obama during a visit to South America. NBC's Mark Potter reports.

The non-partisan OMB has studied his economic polices and concluded that unemployment would have been worse otherwise.

I stand corrected, I was thinking of the CBO. And yes, unemployment COULD have been worse. But you must agree this country is not in good shape. I don't think that the policies of this administration are helping. I am a business owner and I talk to other business owners quite often. The common thought is to wait until we have a better understanding which way things will go before we commit our money. There is a lot of money saved up out here that will be released into the market for job creation as soon as there is a concrete path. How many more years should we wait until we try someone or something different?

jh: I'm far from a 100% defender of obama's economic policies..I think the initial massive stimulus was required, given the very real danger of a free fall that was looking in early 2009. However, I think since then money has been spent inefficiently, and we do need to pare down spending, and Obama could do more there.
Now, about "not being in good shape", that's a bit subjective. I worry about health care costs, and global competitiveness for example...and I don't think either party has much of a clue how to effectively deal with that. The dems want to overmanage it, but on the other hand the GOP wants to walk away from it with "let the market handle it", and I doubt either approach is the right one.
I'm unimpressed with BOTH parties, to be honest.

I can not believe that one of the agents who was forced to leave thinks he has a case to file a civil suit over being forced out.
The agent behaves in a completely unprofessional manner that results in him having his security clearance yanked and then resigns. So now he thinks he is going to be able to sue over being forced to leave and win. This only reinforces my belief that the guy is not fit to be guarding the president since he obviously has extremely flawed judgement. The lawyer that is telling him he has a case should be disbarred for legal malpractice and abuse of process. Even if the guy did not break any laws, he still put himself in a compromising position that could have been used to blackmail him. This is the kind of behavior that causes people to lose security clearances. Without a clearance, he could not do his job, so there would be no choice but to get rid of him. Hopefully whatever judge this case winds up before has some common sense and throws the case out on summary judgement.

As for the secret service, they protect the president and other public figures. No one in the Whitehouse oversees them and controls anything they do with personnel. They only tell them the president's schedule and let them do their job. If you're talking abut the Bush/Cheney administration, yes. During their 8-year reign, the US economy actually shed private industry jobs, but gained government jobs due to an unprecendented expansion of government bureaucracy.
Under the current administration, public sector jobs have been lost, but those losses have more than been offset by private sector gains.
And the derelict Secret Service employees should be happy if they excape jail time and all that happens is that they get fired.

It has been documented many times that Warren Buffet, pays himself a low salary to avoid paying taxes. It also has been documented that his company Hathaway has not paid taxes since 2002, and now owes 1 Billion dollars in disputed taxes.

I don't really have anything against Unabridged apart from the fact that he likes the band Nickelback and I have no idea what his problem with me is, as I'm pretty sure I am an absolute pleasure to work with. I brought in donuts once, which is pretty nice. I found them in a bin and left them near Unabung's desk. When he asked, "Who brought these donuts in?" I guess I don't have enough information. What were their duties there and was this little party on 'off' time as opposed to 'working' time? I heard an 'advance' detail, which I am guessing has to do with looking at travel routes, hotel layouts, etc. They were not 'guarding' the President - or anyone else as I understand it. Having, like so many others, held a very high level clearance I know the type of training they SHOULD have gone through. If they did go through it they do not have a leg to stand on and with the hotel signatures and reciepts there should be no other decision than the firing for cause for everyone involved at the very least. Having grown up military, I can tell you the military and the Secret Service are NEVER really off duty. Especially in a foreign country. They are subject to recall at any given moment.
This is not Obama's fault, or Bush's fault, or Ford, or Reagan, etc. this is due to poor decisions on the part of the men involved. Regardless of whether prostitution is legal in Colombia, the men were not there on vacation, they were there to insure the protection of the POTUS. And they were there on our dime!

Whether they are off duty or not. 2) They were there for official U.S. Government business not on a personal vacation. They were technically on-duty/on-call 24/7. To those attempting to make this a political issue (Rep. v. Dem.) It is NOT. It was reported that one of the supervisors who "retired" had a 20-year tenure with the Service. That suggests that this type of behavior has been going for a long time. It just that this time they got caught. It has nothing to do with the POTUS. The Secret Service was established in 1865, SOLELY to suppress the counterfeiting of U.S. currency. Today, the agency is mandated by Congress to
carry out dual missions: protection of national and visiting foreign leaders,
and criminal investigations. That includes protecting presidential candidates, ALL OF THEM! regardless of political affiliation. The other issue is: Is this how you want U.S. Government employees working abroad representing the country? The motto of the Secret Service: "Worhty of Trust and Confidence". And some guy did not want to pay the woman for her "services". Go figure.... Trust? Confidence?
Whether the activity in which they engaged was legal IS relevant and very much part of the issue--and it was legal where they were at. Whether it was permissible under policies/regulations covering their service agreements is ALSO part of the issue. I have yet to see good reporting on any applicable policies/regulations the Secret Service may have regarding this issue.
As to your questions:
1) The taxpayers pay for the agent's occupancy of the hotel rooms, yes. However, that doesn't prohibit the agent from bringing anyone else into the room. As long as the agents cover the additional charge(s) for bringing a guest into the room with them out of their personal funds, and didn't claim reimbursement from the taxpayers for that charge as an official travel expense, there is absolutely nothing wrong with it. The taxpayer gets charged only for the cost of the agent, not the additional guest. You have no basis for complaint unless the taxpayer is wrongfully charged--which hasn't been alleged here.
2) "On duty" and "on call" are two completely different things, and "subject to recall" while off duty is a separate issue from the other two. We already know they were not "on duty" at the time. Given that they were reportedly drinking alcohol, they were apparently not "on call"--you have to remain sober while "on call." They were certainly "subject to recall" if needed for an emergency, but they were absolutely on their own time according to the reports--so free to engage in recreational activities (including drinking alcohol, provided they were sober for their scheduled duty).
And as for the final point you made: I don't know whether they had a clear agreement on terms before engaging in the services, or whether the agent or the woman tried to change the terms after the fact. I haven't seen any reporting from Colombia to indicate whether the amount the woman claimed she was owed is credible (it seems a bit high to me--Cartagena certainly isn't Nevada)--she may have created a scene just to get them into trouble. If the agent did indeed try to stiff the woman for an agreed amount, then he's certainly paying for that mistake now.

These are positions of trust within the Department of the Treasury and as such, at least the agents, are responsible for their conduct 24 hours a day. Aside from the military supposedly involved and any alleged false statements provided by the individuals, I would think that, if nothing else, they might have at least committed some ethical violations regarding their code of conduct.

If they were basically disconnected from their responsibilities at the time this happened, then why should we care?
