The White House confirmed the death of deputy al-Qaida leader Abu Yahya al-Libi in Pakistan, believed to rank second in the organization. NBC's Brian Williams reports.
With the death in Pakistan of al-Qaida No. 2 Abu Yahya al-Libi in a Predator attack early Monday, the terrorist group’s highest councils once again face the daunting task of filling both a leadership void and selecting a next-generation jihadist capable of succeeding current leader Ayman al-Zawahiri.
But despite the obvious dangers that go with a prominent al-Qaida post, counterterrorism experts inside and outside the U.S. government have identified at least five potential next-generation leaders -- three of them former U.S. residents and one an American citizen.
“It would be a mistake for anyone to conclude there is no one on the bench,” said one U.S. official familiar with counterterrorism strategy, who spoke on condition of anonymity. “It’s a thinning bench, but there are still bad guys, with bad aspirations in al-Qaida’s core group in Pakistan. However, these individuals are not as capable and don’t have the profile or following in the wider extremist movement that Abu Yahya or his predecessor, Abu Atiyah, had.”

But Michael Leiter, former director of the National Counter Terrorism Center and an NBC News analyst, said the candidates to move up into al-Qaida’s senior ranks in the wake of al-Libi’s death all lack his seasoning.
“The real answer is NONE of them are serious by comparison with Abu Yahya across a very wide range of skills and respect,” he said.
Indeed, the U.S. has killed four of the five al-Qaida operatives identified as possible successors to Osama bin Laden at the time of his death on May 1, 2011. The only one who remains alive is Zawahiri, al-Qaida’s longtime No. 2 who assumed command shortly after bin Laden was killed by U.S. Navy SEALs in Abbottabad, Pakistan..
The next generation of al-Qaida leaders, say counterterrorism officials, is an eclectic mix of fighters, propagandists, clerics and administrators.

-- Adnan Gulshair el Shukrijumah. The 36-year-old Saudi is known as “Jaffar the Pilot” because he has a pilot’s license. Reportedly the director of operations for al-Qaida. Shukrijumah spent his teenage years in Brooklyn, N.Y., and Broward County, Fla., where he earned a degree in computer science. He is reported to have had roles in the 2009 plot to bomb the New York City subway and was put on the FBI’s “Most Wanted” list a year later. He has been sought by the U.S. since 2003.
-- Jaber A. El-Baneh. A 45-year-old Yemeni known as Jubair, el-Baneh emigrated to New York where he settled for a time in Buffalo. He was viewed as the mastermind of the Lackawanna Six plot in 2003, having financed and recruited other members. After escaping to Yemen, he was jailed there but sprung in a jailbreak. A senior Obama administration official said last month that el-Baneh has risen to a leadership position in the Yemen-based Al-Qaida in the Arabian Peninsula (AQAP). “I do see, more and more, el-Baneh being a real concern,” said the official, who also spoke on condition of anonymity. “He has longtime connections, including to Egyptian extremist elements. And he does seem to be more engaged in trying to support attacks.”
But Leiter, the former director of the National Counter Terrorism Center, said that whoever succeeds al-Libi will have to be a member of al-Qaida central, not one of its affiliate terror groups, meaning el-Baneh would not be considered.

-- Adam Gadahn. A 33-year-old American known as Azzam al Amriki, or “Azzam the American,” Gadahn, formerly regarded as an al-Qaida propagandist, is now viewed as a strategist. Materials found in bin Laden’s Abbottabad compound included correspondence between the al-Qaida leader and the American jihadi. “Bin Laden took his mail,” the U.S. official said of Gadahn. “He’s not just a propagandist --more a strategist-- clearly someone who is not a crazy person. There are a number of people who were there on 9-11. That clearly gives him some standing.” Gadahn has been charged in California with treason, a capital crime, and giving material aid to terrorism.
-- Sheikh Khalid Abdur Rahman al-Hussainan. A 45-year-old Kuwaiti, known as Abu Zaid al-Kuwaiti, al-Hussainan is one of al-Qaida’s newest faces. He’s a charismatic cleric and teacher who’s responsible for “the religious training and the salvation of the soldiers of the al-Qaida network,” according to an al-Qaida publication. Educated at Saudi-Arabian universities, he worked for a time as a scholar at Kuwait´s Ministry for Religious Affairs. He’s considered less doctrinaire than the older generation trainers. In an interview with an al-Qaida publication, he said he would “converse with them (his students) in an exciting way. We would make them laugh and kid around with them.”
Evan Kohlmann, an NBC News counterterrorism analyst, notes, “Nobody talks about him, but he appears as a featured speaker on as-Sahab videos nowadays more often than Zawahiri and Abu Yahya combined.” (Click here to watch English subtitled video.)
US puts bounties on top Al Shabab leaders in Somalia
--Ali Sayyid Muhamed Mustafa al-Bakri. A 46-year-old Egyptian known as Abd al-Aziz al-Masri, al Bakri is not well known. But the National Counter Terrorism Center, the government’s primary organization for tracking terrorism, notes that he is a “member of the al-Qaida Shura council (its governing body) and a close associate of Zawahiri." Al-Bakri is considered dangerous because he has explosives and chemical weapon expertise and has trained al-Qaida operatives as far back as the late 1990s. He attempted to hijack a Pakistani passenger flight in December 2000. “It is likely that he continues to train al-Qaida terrorists and other extremists,” reports the NCTC.
“Ever since the death of bin Laden, the al-Qaida core we’ve known since 9/11 is the closest it has ever been to a tipping point,” said the U.S. official familiar with counter terrorism strategy. “This does not mean the group is dead or the threat is gone, but core al-Qaida in Pakistan is on life support, and its chances of recovery are more daunting when they lose a guy like Abu Yahya.
“Undoubtedly, some al-Qaida members will be tapped to try to backfill Abu Yahya’s responsibilities, but in the days that follow, the succession won’t be obvious either to them or Zawahiri.”
Indeed in the past year, mainly through Predator and other drone attacks, the U.S. has been able to “remove from the battlefield” in the words of one senior Pentagon official, one al-Qaida leader after another.
In addition to Abu Yahya, these senior al-Qaida officials have been killed since bin Laden’s death:
- Ilyas Kashmiri, al-Qaida’s director of external operations, killed in a drone strike in Pakistan on June 3;
- Fazul Abdullah Mohammed, mastermind of the East Africa embassy bombings and head of al-Qaida in East Africa, died in a shootout by Somali forces on June 11;
- Abdul Rahman Atiya, bin Laden’s chief of staff, killed in a drone strike Pakistan on Aug. 22;
- Anwar al Awlaki, a leader of al-Qaida in the Arabian Peninsula and an American citizen, was killed in a drone strike in Yemen on Sept. 30;
- Fahd Mohammed Ahmed al Quso, mastermind of the USS Cole bombing, was killed in a drone strike in Yemen on May 6 of this year.
Officials across the spectrum of counter terrorism, in intelligence and special operations, say the last year of operations, starting with the killing of bin Laden, has been the most successful since the war on al-Qaida began following the Sept. 11 attacks.
“We have decimated them, decimated them,” said the senior Pentagon official.

Yes, let's consider the alternative shall we. The unnamed source says its a "thinning bench" but that seems unlikely; I'm sure the reality is that it's a thinning list. The fact is that we should be grabbing some of these guys whenever it is plausible to do so. We'll always have to get some of them with drones due to logistics or risk factors but without additional, up to date info, we'll never learn who the newest recruits are. Unfortunately this administration has backed itself into a corner. They can't put anyone in Gitmo because of their policy. For the same reason they can't use enhanced interrogation even though blowing them up with half of their family hardly seems any better. Soon the intelligence gathered during the Bush years will be worthless then what will we do? Go back to Clinton's failed policy of wiretaps and signal grabs? Without new hard intel the list will eventually be empty and we won't know for sure just who exactly is sitting on the bench waiting to get in the game.

Al-Qaida has vowed to destroy America. So, yeah, let's just pull our troops out now, while Al-Qaida still has a stronghold in Afghanistan as well as other parts of the middle-east and Africa. They were not directly involved in 9-11. Now, it appears that you're still suffering from the Bush era hangover that says, "take the war to them." 9-11 was caused by a failed system of immigration and we were not attacked without adequate warning. When I travel to foreign countries I'm forced to leave when my visa expires. No one forced the attackers to leave and some idiot in Florida gave them flying lessons that didn't include training in landing.

Many agencies failed to perform their duties correctly. It was a wake-up call. That's why we have tightened security in airports, and that's why agencies like the CIA, the FBI, and the other three-letter agencies are sharing information more freely with eachother... I will repeat what i have sais in prior blogs- THIS IS WHY WE HAVE RACIAL PROFILING IN OUR COUNTRY. This war will never end with the muslim extremists. They dont want peace. They are breed to hate Americans and kill people not of their religion. Its sad but its the truth. Keep bombing the @!$%# out of them and export the ones in the US until we know we are safe or safer.
Profiling makes sense and should be used in all cases. There have been recent cases where ethnic groups have questioned (nay, demanded the cessation of) profiling even though their ethnic group is/was the major contributor to a given offense. Recently, there were objections to law enforcement, using profiling, pulling over African Americans (AA) along the stretch of I-95 between Florida and New York during a crackdown on drug smuggling by AA gangs in NY. I reckon it makes more sense to pull over little-old, white-skinned ladies to satisfy the PC crowd, a waste of law enforcement time and money.
I think it would be funny to witness law enforcement pulling a family car full of AAs over for questioning during a dragnet/search for criminal KKK and/or Nazis and the father/husband asking "Why?" with the LEO answering that they cannot use profiling as it is against the law and, more importantly, would not be very PC. Ergo, everyone, regardless of their ethnic group or race, must be questioned. In this case, it doesn't make any sense to pull over non-whites, does it? I'm pretty sure that there aren't many "Clayton Bigsbys" (singular, Clayton Bigsby) in the world.
Right now, heart-burn is generated when LEOs (law enforcement officers) question Latinos based on their appearances and mannerisms which lends suspicion to their true citizenship. While not foolproof, one can general tell whether someone may be legal or not based on their clothes and actions.
Thank goodness profiling wasn't challenged back during the heydays of the Italian Mafia and the FBI was able to bring that criminal activity to its knees using, among other methods, profiling.
I'm a white American of Irish decent dirty blonde with green eye's and have been the target of profiling. Late 60's early 70's many white's went through the same thing and like now for good reason. When looking for a certain criminal commiting a certain crime. Law enforcement only has the past profile of those who have commited that crime to go on to find the next most likely perpetrator's.
Sorry if I could cut my hair and change my clothes and no longer fit the profile. The fact still remain's 9 time's out of 10 while I fit the profile I was also guilty. So while profiling may be a pain for those who can't just cut their hair and change their clothes. It is a necassary evil that otherwise law enforcement would not only be out on the street looking for a needle in a hawstack. They would also be doing it blind. While the criminal's just pass them by because of someone else's selfish petty complaint's of the inconvenience we all must accept at one time or another to keep us all safe.
Unfortunately, Al-Qaida's tactics make sense. They're seeing how much damage Repugnicans and TeaBaggers are doing to America. Given all the shared goals, why not fish for fresh recruits among them?

But, then, that's how the GOP rolls, isn't it? Integrity and moral courage are not principles embraced by Republicans, sadly.
Why is Pakistan getting a pass yet Afganistan isn't. Could it be it's becouse Pakistan has nukes?. Our inaction against Pakistan makes our action against Afganistan seem CRIMINAL. If our military is expected to win against Russia and China then Pakistan would be good seasoning for us.

how funny so many of these domestic terrorists were allowed into our country by our government. As a normal middle class somewhat rational thinking adult male, I would suggest we stop letting these people into our country, educating them, giving them the tools to learn our weaknesses(yes we have them) only to have them return home and try to use their new found information to do us harm. Screw human rights, profiling, racism and all the other BS that keep us from doing the right thing to keep us safe. The US is not available to the next generation of terroist islam, and until they start policing their own, we owe them nothing. Let them get educated and learn how to assimilate to a civilized society, or accept getting blown of the planet, either by their own jihad, or a well placed drone strike.
This is just one reason why muslims in this country are and should be questioned.
There are MANY peaceful muslims in the United States and MANY that do not subscribe to this extremism.

I can't disagree w/you. I still remember when many Palestinians 'cheered' on 911 and they are lucky they were not in this country when they did it. I do think most speak against these acts of extremism, but it would be nice if the American Muslims would be just a bit more vocal about it.

Not an Obama supporter, but I do applaud his use of drones vs putting Americans in harms way. I wouldn't risk a single American life to help anyone in the middle east. They're simply not worth it.
NO president has been more effective in taking these guys out than Obama.
I applaud President Obama for his success here, but we can't lose sight that Former President Bush and our Military have also played a key role here. Amazing what happens in this country when we have a common 'enemy' and can work together to resolve it.

Keep it down a bit. Trying to watch the news conference with Obama whining about Clinton saying Obama doesn't know what he is doing. So far they haven't panned back to let us see Obama stamping his feet. In fairness to Clinton, he did go on the morning shows explaining that Obama is not nearly as incompetent as he seems.
