Subscribe to RSSThe U.S. State Department is investigating the shipment of computers and other sophisticated high-tech gear to the governments of Iran and North Korea by a United Nations organization, despite U.S. and U.N. sanctions against the nations for their alleged efforts to build nuclear weapons, a spokesman confirmed Thursday.
Fox News, which first reported the North Korean sale last month and the subsequent investigation on Thursday, said that the U.N.’s World Intellectual Property Organization, or WIPO, sent 20 Hewlett-Packard Compaq desktop computers to Iran’s Industrial Property Office and sophisticated computers and data-storage servers to North Korea.
The computers were apparently sent to Iran and North Korea to help them better enforce U.N.-sponsored treaties on trademarks and other aspects of intellectual property, including the worldwide patent system.
Fox said WIPO, which sent experts to both nations before the shipments to orchestrate the deliveries and make payments, carried out the sale to North Korea using complicated methods that seemed designed to bypass safeguards imposed after previous controversies involving U.N. shipments to North Korea:
“Among other things, procurement and payment for the WIPO goods appears to have been arranged between WIPO’s Geneva headquarters and China, bypassing the U.N. offices in North Korea. Those North Korean offices operate under a special oversight regime established after the last scandals erupted in 2008 over financial and technology transfers in North Korea, to ensure that money and goods do not end up in the regime’s nuclear programs.”
The payment, however, was halted by Bank of America after officials realized that delivering computers to North Korea likely violated U.N. sanctions against supplying technology to the country.
A memorandum written by a WIPO attorney and addressed to the agency’s director general, Francis Gurry, said the computers sold to North Korea did not violate the U.N. sanctions against Pyongyang.
At a briefing Thursday, State Department spokesman Patrick Ventrell declined to discuss the specifics of the case, but confirmed an investigation is under way.
“We’re reviewing their development projects both for Iran and the DPR,” he said. “We’re working with both the Director General and other member-states to institute reforms that will ensure future development projects are properly reviewed prior to being approved and implemented. And we’re working in New York to ensure that the U.N. Security Council Sanctions Committees play a more active role in advising international organizations on how to remain compliant with UN sanctions.”
Asked if the incident undercut the United Nations’ credibility and the effectiveness of the sanctions, Ventrell said, “I don’t know enough about where we are in terms of the evidence that’s coming … forth in terms of this review. What I do know is that the Obama administration has, for our national security interests, engaged very constructively and broadly with the U.N. And we think that that’s shown real results for our national security whether it comes to Iran’s sanctions or North Korea or a number of other issues.”

I agree with Mikem2 about the debt based banking system that is in place. It is an abomination and the US continues to use it to fund their empirical nation building and world policing activities. As far as the UN goes, even though the US needs to stop meddling in other countries' affairs this action taken by the UN only shows that being part of the UN is not in our best interest. Plus it shows that we are only in the UN to use it to manipulate other countries.

Hmm, I have a HP laptop, a Dell laptop for work, an Apple iPad and a custom built desktop PC. I guess my home computer network is high-tech enough to construct nuclear warheads and ballistic missiles.

First of all, HP, or an other computer manufacturer for that matter do not manufacture their own parts. They buy OEM parts from vendors (processor/CPU from Intel or AMD, motherboards and memory from countless makers, hard drives from Seagate or Western Digital - or SSDs from countless manufacturers), video cards, power supplies, etc. People like me build our own computers from these components purchased from online Etailers like Amazon, NewEgg, and eBay. There is nothing stopping Iranians from getting these components indirectly through a European connection. The same can be said for buying a pre-built system from HP or any other vendor for that matter.
With that said, today's modern CPUs like the Intel Core i7 series have many, many times more processing power than all of the computers used during the first space shuttle launch (STS-1) in 1981 combined. Even the Cell Processor in the PlayStation 3 is so powerful that the USAF bought a bunch of PS3s and tied them together to make a supercomputer for research (it is banned from export to Iran too). Believe it or not, that approximate $2 million cost for the world's 32nd most powerful supercomputer was 10-15% of the cost of building something comparable out of computer components.
Needless to say, there is some level of risk in getting these powerful modern computers into the hands of the wrong people that want to use their capabilities for the wrong reasons. Anyone who cannot see that is delusional at best, or ignorant at worst.

Second, like many others have said, they are HP computers. Even if they were brand new, HP hasn't made a desktop computer that lasts more than 30 days EVER!
Third, the most concerning part of the article is the one that no one pays attention to. The trade of these computers and payments were run through a back door office in China, which is the highest sitting country on the UN council. The fact that there is restrictions on these countries and that the highest council member allowed these trades to be run through their offices, is rather repulsive. I have always said the UN was a joke and now there is proof. We either all need to live as one world or we all need to live as independent nations, you can't live as both...it's NOT possible.

Don Tyson gave Clinton millions and even gave him his personal 747 to use when he was campaining. Tyson sod that division later, but they received alot of quota that should have been given to the shoreside processors. Clinton was one of the dirtiest presidents we have had.

This is from an anti-nuclear arms group, so no claims can be made they are even remotely right wing/conservative at all. Clearly explains the capability of the chips that were sold. Don't assume HP's technology available to the public is anywhere near what they are selling to the government. The military had blue tooth technology in the 80's. SEAL teams were among the fist to use them. Civilian world gets technology many years later.
Impeachment is a formal process in which an official is accused of unlawful activity, the outcome of which, depending on the country, may include the removal of that official from office as well as criminal or civil punishment.

You need to research the computing capabilities that got the US to the Moon of the Apollo Series (16k), and what computer processors are in the Hubble Telescope (hint: Old arse Intel Pentiums).
Those "obsolete pieces of crapola" can be easily used for a Nuclear Missile Guidance Navigation and Control (GNC). Or even with a simple CAD program be used to design even Higher Tech quicker. They can also Reverse Engineer everything to build their own.
Reverse engineering a CPU is nearly impossible. The layers upon layers of transistors need to be seen with a scanning electron microscope. And even if you do get the complete structure diagrammed, successfully manufacturing a copied CPU on silicon is another highly complex hurdle to get through altogether.

Whichever way the tech gear was sent, it was obviously done in such a manner as to lull the Chinese and N. Kor. into a sense of complacency so that the tech gear could be activated via remotely to begin spy operations...If the Chinese and N. Kor. do not see that or do not comprehend that such a scenario is likely, then the trick works. Violla...Intel on the cheap...I think foreign governments underestimate the craftiness by which the USA can deceive.
Well I was thinking the very same thing. A good way to create cover. Build the spy capabilities right into the hardware. Less likely to be discovered. Pretend we're all mad about it and want to kick somebody's butt. But in reality we deliberately wanted them there. If these are indeed "high tech" machines, you know these guys are going to use them where it does them the most good supporting their nuke programs. Entirely possible. we used to use this type deception a lot in the past but I believe we got away from it. The most surprising thing in this article, as you sort of point out, is that we are talking about crappy desktop computers. I didn't realize that what was standing in the way of NK and Iran getting a nuke was an Intel processor, a motherboard, and a cooling fan. Who knew that some of the factory-installed software that I always decline was intercontinental ballistic ordinance controllers?

Are those the computers we saw when Richard Engel reported from NK? They told him they couldn't show him the internet because the computers where receiving their monthly maintenance. We need to leave the UN to it's own devices. We have been paying their way and fighting their wars long enough getting back-stabbed at their convenience. The US can no longer bankroll the rest of the world. It's time for a little isolationism.
We should let the UN ship them the PC's and Software with a Viruse that brings down all their programs and systems.

The UN is not accountable and has no responsibility for anything. It has no rules for members to abide by. There is no way the people of the world can influence membership. The UN is a waste of resources and should be disbanded. The US should not be a member as they are wasting US taxpayer dollars with no benefit. Terrorists states are on the human rights panel! Enough said?
So why didn't our State Department appointee/employee who is on the panel.. bring this up and stop it when the vote was being taken?
