Homeland Security official takes leave amid sexual harassment allegations

A top aide to Homeland Security Secretary Janet Napolitano has stepped aside after department officials received new allegations that she made lewd and sexually charged comments to subordinates.

Suzanne Barr, the chief of the staff of Homeland Security's Bureau of Immigration and Customs Enforcement, has "voluntary placed herself on leave" pending the outcome of a review by Homeland Security's Inspector General and Office of Professional Responsibility, department spokesman Brian Hale said in a statement. 


The move comes a day after lawyers for James Hayes, the director of the ICE office in New York, sent government lawyers sworn affidavits from two ICE officials describing allegedly improper conduct by Barr. 

The affidavits were intended to back up claims Hayes has made in an explosive lawsuit accusing Napolitano and Homeland Security of gender discrimination for ousting him from a top job in Washington and retaliating when he filed a complaint. The affidavits alleged that Barr created a "frat-house type atmosphere" at ICE "that is targeted to humiliate and intimidate male employees." 

In one of the affidavits, which was obtained by NBC News, an ICE official identified as a former assistant attache in Colombia, describes a party at the house of the deputy chief of mission in Bogota during which Barr offered to perform a sexual act on him. In another affidavit, an ICE official describes being present at a meeting in Barr's office in which she made sexually lewd comments about another ICE employee. (The names of the ICE officials who signed the affidavits are blacked out in the versions supplied to NBC News.) 

Hale, the ICE spokesman, last week called Hayes' lawsuit "unfounded." In Wednesday's statement, Hale said about the affidavits, "These allegations are being made in connection with ongoing litigation. ICE will respond directly and strongly to this lawsuit in court as is appropriate."

Typical behavior in this administration.

Heck, most of Mr. Emanuel's speeches had to be "edited" because of his foul language.

Then there is the V.P. with his "quips" and "gaffes" during every speech.

Of course, Mr. Obama wouldn't be at home without his teleprompter and his "prepared speeches" which were probably drafted by the East Wing of the White House or by Valerie Jarrett. I think we know who wears the "pants" in the White House.

As for Mrs. Napolitano......Yep, "those borders have never been more secure" as another 1,000 illegals cross the fence each night....meanwhile "reverse" sex discrimination is apparently well and alive within the DHS.

DHS is the biggest waste of money this country has ever dreamed up. Not only are they responsible for wasting Trillions of dollars, but for violating the Constitutional rights of US citizens.

If I would have told you in 1980 that one day there will be a country that will install hundreds of thousands of surveillance cameras all over the country and track the movements of its citizens, pass laws that allow the government to hold its citizens indefinitely without access to legal council or other due process rights, pass laws that allow the government to target its citizens for execution with no charges or trial, fly unmanned aircraft across the country tracking who knows what....

You would have said, "well that's the kind of thing that happens in Russia". Only it's not happening in Russia - it's happening right here in the US.

In the end Bin Laden might get what he was looking for after all - to bring us down from within.

      Well, have to expect the barbarians to have their say. . . but I would hope that a sexual harassment allegation is treated with the same seriousness, and subject to the same proper examination of the facts, regardless of the gender of the parties. I would assume leave is paid for some period of time while facts are being determined.

        Actually, it's easily denied. Mostly because it's not true. President Bush started off his presidency with the largest scandal of American history. His incompetence and refusal to heed warnings led to the deaths of thousands of Americans. From there is was all down hill. He lied to get us into two wars, costing even more lives. Blunder after blunder defined the entire Bush presidency.

        Because discrimination and retaliation are very serious charges. Because, for several decades we women have been demanding equality in the workplace.           There is more action going on with EEO compliants than ANY other kind of work in the federal government. There is more he said, she said, and vice versa, going on since federal wages and promotions were frozen because it is the easiest way to get ahead. The federal government encourages the compliants. A Commander fixing to retire is as easy target, they can not retire if there are any EEO complaints against them. So, in order to retire the commander, the government settles, which spurs more compliants. It is not the government, it is the people "gaming" the system.

            "There are two edges to the sword". I certainly have worked with several females who made many blush, including any males in the area. Workplace Harassment goes both ways with either gender, up and down the chain. Regardless of creating a "Frat House" or not, it only takes a few words. If the investigation proves sexual harassment, she might as well retire.

            One of the biggest shocks I had when I became a bartender was not the men cheating on their wives, but of all the married women cheating on their husbands. I knew some of them from scouts and little league. Yep, so called pillars of the community. This type of behavior does go on everywhere and women are just as guilty as men.

            It will be interesting in the next few months to see what unfolds (or will we ever know as the media tends to not follow up on these types of stories). Another smoke screen to make our mind stray and take it off all the other stuff going on in Washington perhaps?

            I was over forty years in business. I saw women flirt. I saw them have affairs. I saw them crack raunchy jokes. I even jumped into a few pools with them. That said, I will say it again, since it seems to amuse you. I never saw a woman try to sexually intimidate a man. I never saw one say "come across, or you won't get a promotion". Never saw a woman threaten violence against a man in a sexual manner. Never saw a woman treat a man like an object (although they ripped some men to shreds). In your fevered imaginations, maybe that happens all the time. I never saw it. I am not even sure how that would work.

            @Buffaloes, Havent worked for 40 years with women. Can't equate the time, have had to fire female employees for sexual harrassment. Have also had to fire employees who felt their work, and paid break time was back room bang time.

            The quality of female employees 40 years ago were probably the same and you were just not aware of the office sexual politics. It seems to me that the women were more free spirited 60s and early 70s of free love, peace and anti-Nam protesting at that time. A time where the women through away the bra's.

            There are old sayings, The office Whore sleeps with everyone, The office Bi#$h sleeps with everyone but you. Those sayings started somewhere. While Male to Female harrassment dominates most cases, If you take a few moments to google, or research, you will see quite a shock from Female to Male harassment, and Same Sex Harassment. Harassment is an equal oportunity LOSER Situation.

                Wow it only took MSNBC three days.

                We've known about this since Monday, the allegations and law suit being filed against DHS. This is why we watch Fox news so we can see what MSNBC will finally report after , two, three, five days, a month later, or not at all.

                They have to delay. If they could get around not reporting it at all they would. However, knowing the story is going to break anyway MSNBC tries to get out front and cover for the administration. They skew the facts, drop the core of the article and water down the story to make it seem irrelevant.

                It is no secret that MSNBC, ABC and CNN are in the bag for obama. Its as if they are part of the White House Press Staff.

                Centurion--It looks like Fox just reported about the law suit filed against "The Administration". How much "looking into the allegations" does NBC need to do? A law suit was filed and it appears that Fox reported on the details of the law suit which is public information. NBC news just decides to hide information from the already uninformed.

                lemur lady...my guess is you never watch Fox, just repeat what you've been told to say. I too watch several sources and can give you a very good example. When the professor was arrested by the cop which led to the famous beer summit, I watched an edited version of the tape that "captured what happened" on MSNBC and thought the Professor might have a case. I then turned to Fox and got the hear the complete tape, unedited, and realized that I had almost been duped.

                It's funny how I keep hearing the term "Faux News" whenever something is reported that liberals don't want you to know. If false news was being presented, the FCC would certainly crack down and pull their license. Perhaps some of you have trouble understanding news programs from opionion programs. But that is understandable if all you ever watch is MSNBC.

                                Hayes files a gender discrimination suit because he was ousted from a top job. That's going to be a tough one to prove ("All us men are discriminated against"). Meanwhile his suit has probably ruined Suzanne Barr's career, or at the very least any prospects for promotion.

                                That one doesn't fly with me. Sounds more like a synopsis for a bad R-rated comedy. I do feel, however, for all those poor humiliated and especially the intimidated male employees. C'mon now.

                                The affadavits relate to Barr's supposed sexual habits. They do not address what Hayes claims is gender discrimination, and I fail to see how they corroborate his case. Suzanne Hayes is sexually active, therefore I lost my position (pun not intended). I really think Hayes's lawyers are going to have a tough time proving his case.
