Subscribe to RSSThe Wisconsin agency that oversees elections is objecting to an internal training handbook distributed by Mitt Romney’s campaign that appears to instruct volunteer poll observers in the state to conceal their ties to the GOP candidate when they show up at polling stations on Election Day, a state official tells NBC News.
"Our plan is to contact the Romney campaign and tell them there are issues" with the material, said Reid Magney, a spokesman for the Wisconsin Government Accountability Board, which supervises elections in the state and enforces state election laws.
Magney said some of the training material -- obtained by the liberal Democratic blog Think Progress and posted on its website on Wednesday is either incomplete or misleading. The directive to observers, not to mention their connections to the Romney campaign, also conflicts with official Wisconsin Government Accountability Board guidance to all poll observers, publicly posted on the agency's website, instructing that they sign in and identify "the name of the organization or candidate the observer represents," he said.
“We stand by our training materials, but we are always happy to answer any questions that the Government Accountability Board may have,” Ryan Williams, a spokesman for the Romney campaign, said in an email to NBC News.
A campaign official also noted that the Romney campaign has tangled with the Wisconsin Government Accountability Board's interpretation of election law on other matters. Just last week, the Romney campaign settled a lawsuit it filed against the board over military and overseas ballots, resulting in the state extending the deadline for those ballots to be returned.
The Romney campaign document, which was specifically prepared for use in Wisconsin, gives detailed instructions to volunteer election observers, calling them "the first line of defense" to insure a fair election and advising them to be on the lookout for voters who seek to cast ineligible ballots.
Under a section entitled "If you See Something, Say Something," it tells Romney campaign poll watchers to alert an official Chief Election Inspector (CEI) at polling booths if they identify a potential voting irregularity. If the CEI does not "resolve it quickly," they should call "the Command Center," it says.
The training document appears to instruct observers to hide their connection to the Romney campaign from the election inspectors at polling booths. While the observers should introduce themselves to the inspectors, they should "sign in as a 'concerned citizen' and obtain a name tag," according to the document, which bears the official insignia of the Romney campaign and is entitled "Volunteer Observer Training."
The Think Progress blog also posted an audio recording it said it obtained from a Romney campaign training session in which Kristina Sesek, a lawyer for the Wisconsin Republican Party, states: "We're going to have you sign in this election cycle as a 'concerned citizen.' We've just trying to alleviate some of the animosity of being a Republican observer up front."
A senior Romney campaign official, who spoke with NBC News on condition of anonymity, said the directive advising that campaign poll watchers sign in as "concerned citizens" was inserted at the urging of the Wisconsin Republican Party because of recent incidents in which GOP poll watchers faced intimidation or threats at polling stations. The official said the directive was specific to Wisconsin and has not been repeated in Romney campaign training material for poll watchers in other states.
But the official defended the language in the Wisconsin campaign document, saying that signing in as a "concerned citizen" conforms to the "spirit" of Wisconsin law because the training material also instructs them not to interfere or communicate with voters seeking to cast their ballots.
The Romney campaign training handbook states that "we do not and will not tolerate any voter intimidation or suppression" and "No person should interfere with any indvidual's right to legally cast a ballot."
"There is nothing to prevent a concerned citizen from signing in as a concerned citizen," said the senior campaign official. "They're not talking to voters, they're not challenging somebody." The apparent conflict between the Romney campaign document and the official Wisconsin Government Accountability Board instructions to poll watchers to identify their campaign ties is a "distinction without a difference," the campaign official added.
Board spokesman Magney acknowledged the campaign document probably can’t be challenged as a legal matter. The official state guidance -- which explicitly states that poll watchers identify what campaign they are working for -- was issued under an emergency rule issued by the board in 2010. That rule has since expired and the board, swamped with other issues because of this year's Wisconsin recall votes, hasn't had the opportunity to officially renew it. "It fell through the cracks," Magney said.
But he noted board's website states that it has directed local officials to "continue applying the emergency rules" governing poll observers from 2010. Therefore, as far as the board is concerned, the directive that poll watchers identify themselves is still in effect, he said. He said this could be an issue in case there are post-election problems or disputes about challenges made by the poll watchers.
Magney said there were other problems with the training handbook, including its definition of ineligible voters-- whose ballots could be questioned -- as a "person who has been convicted of treason, a felony or bribery." Magney noted that under Wisconsin law, convicted felons who have served their sentences can have their civil rights restored and are eligible to vote.
The Romney campaign handbook also lists "The ONLY Acceptable Forms of 'Proof of Residency'" for voters -- and then mentions a number of items, such as current and valid drivers’ licenses, photo identification cards from employers, real estate tax bills and college IDs. But Magney said the list is incomplete, failing to mention other forms of proof, including any communication from a government agency, such as student loan documents or vehicle registration cards.
In defending the accuracy of the document, the Romney campaign official pointed to other pages of the training document. For example, the official said, on a later page, under a section titled "Cause for Challenge," the handbook instructs poll watchers that they may challenge a voter if they have knowledge that he or she "is a felon who has not been restored his/her civil rights." And on another page, it states poll watchers looking to check the proof of residency of a voter can accept a "check or other document issued by a unit of government."

Felons can vote in some state, but not Minnesota. The amazing thing is in 2008, over 1200 still did. BTW percentages of felons that vote democrat runs between 65% and 90% depending upon which state.

MittFlip Flop Romney argues he would be a good president because of his experience at Bain Capital. However, evidence is piling up that he made millions at Bain by firing American workers, outsourcing jobs, and keeping his money overseas into Caymen and Swiss Bank Accounts .
Romney could shed some light on this by releasing multiple years of his tax returns, as every major presidential candidate has done for decades. This practice was actually pioneered by Romney's father, George, who released 12 years of tax returns when he ran for president in 1968.
However, Mitt Romney has only released one year of his tax returns, increasing suspicion he got rich mainly by dismantling the American middle class.

Believe what ever you please, but the whole reason for the college records is that he may have identified himself as a foreign student, just as in the flyer for his first book he was quoted as "born in Kenya".
Realistically showing he wasn't natural born doesn't matter at this point. There is no real protocol to remove him from office under those grounds in the first place.

I still find it hard to believe that people actually believe ANYTHING that Mitt Romney says. One day he says attack Iran the next: oh, I thing we need to negotiate. On my personal Lie-o-meter, which has been tracking outright lies, misleading statements and half-truths, the Republicans have lied 90% of the time vs. about 50% for the Democrats. I'm a registered Republican, but am following the lead of General Colin Powell and I approve this message.
Not sure about Wisconsin, but in Texas, a poll watcher receives a certificate. The certificate is signed by ANY candidate for the party you are watching on behalf. No one would knw if you are there watching for Romney or any of the other Republican candidates. The same goes for the Democrat poll watchers.
And a little clue for you.... during the last mid-term elections, I had more than one person ask me.... "How do I vote for Barack?" All I could do was point them toward the election officials for guidance......

All I can say is "damn". This almost sounds like China with the candidate observers.. I was going to vote for Romney, but now I am not sure. There are a lot of things I found in Obamacare that I really did not like, but this little Nazi scheme to watch when I sign in to vote is going too far. I am sure Mr. President Obama has the same thing, though.
I hate nanny states and too much government, but if Romney is going to have his people do this, what will he do when he is in office. I like my freedoms and my privacy.

Your post is spot on. It also made me remember something about Robme's "church". When I was younger, I used to hear about how the Mormons were keeping meticulous records about their history and about the geneology of Mormons....basically their family history and such. And that is how it was presented. As some sort of benign family tree record keeping thing. Well, lo and behold, seems that benign little record keeping project turned into quite something else. Those freaks have attained a hell of a lot of our family histories and want us to pay them for the pleasure of finding out about our own ancestors. At some point, if you are interested in looking up your dearly departed ancestors online, all roads will lead back to Ancestry. com. Started by, I'll give you three guesses. Ancestry is the largest geneology database in the world. By their own admission, they have billions of records. Yes, BILLIONS and claim to have millions of social security death index records. What is their purpose for stockpiling all this info? Well I know money is one reason, they let you find out a liitle info for free but then you have to dig into your wallet. I just do not happen to think money is their only driving force for having all this information though. Their modus operandi tells me that they are all about the money and about themselves. This is the culture of Robme! He will say and do ANYTHING for money! Yep, basically a prostitute. A flip-flopping prostitute.

The PROTOCOL, I believe even the LAW, is NOT to wear any political buttons, carry signs, or voice a choice when inside a polling place. So if Romney instructs his people to keep their choice to themselves, that is what is mandated for election polling places. Nothing "suspicious" or underhanded about it.

I worked in a Nursing Home for a little while and observed some interesting stuff. During the election cycle operatives would come to the Home with absentee ballots. Unless someone happened to be with the resident at the time they were there the ballots were always marked as casting a vote for the Democrat! When the Daughter of one of the Residents complained that her father had never in his life voted for a Democrat, she was told that he must have changed his mind!
Yes, a reliable form of voter I.D. must be put in place. Only American citizens should be allowed to vote! Any election fraud should be a class A felony! Eric Holder should not be able to just drop the cases! If an illegal is caught voting they should be taken along with all their offspring's to the nearest boarder and never allowed back in!

He will lower taxes 20% across the board, and pay for it by reducing funding to the states, closing loopholes for business, and cutting social funding.
In turn that will make your state have to make up for the funding someway, so your state and local taxes will go up drastically. Closing the loopholes for business will esentially be a tax increase on business making the cost of doing business in the US go up. He will look for any fee's that he can, to increase on us and in the end unemployment will go up, business will move out of country or close, and your taxes will go up, when that isn't enough he will then look to end personal tax deductions.
Don't believe me? Look at his record as governor of MA. he did all of that, and everything he is saying now is exactly what he said when he was running for gov. of MA. His approval rating when he left office was 34%, and MA. was the 7th most expensive state to do business in. Look it up, you'll see for yourself that he was a terrible Governor, not only that out of 4 years he took 417 days off.

The reason the Romney campaign doesn't want their poll challengers to register as a Romney poll challengers so there would be no count of equal representation between parties. In other words they could hire as many poll challengers as they wish and sign them in as Obama challengers. There are other examples of how the GOP is trying to still force voters to show ID even though the courts have ruled against voter ID in most states.
Example 1: In Texas a poll worker, against the ruling of the courts, told a voter attempting to cast a ballot that he must show ID eventhough there are other forms of identification that are acceptable. She then proceeded to misspell his name and was told by the supervisor to correct it.
Example 2: Pennsylvania billboards and ads in DEMOCRATIC leaning areas are STILL propagating false information about what is required to vote.

If you do a little bit of research on the LDS church and how it teaches its "missionaries" you find that side stepping, denying, and even lying about the doctrines of the "church" are very much at the center of how they spread their cult. The Christian faith has as some of its doctrine some things which others may find unbelievable. God becoming man in the form of Jesus the Christ. The virgin birth. Christ dying and then being resurrected three days later. God being three and one: the Father, the Son, the Spirit. Heaven being available simply by belief because God wants it to be.
A true religion does not need to hide its beliefs. It spreads its faith by telling everything to everyone. The tenants of the faith are the cornerstone of the religion. They are not hidden, they are what they are, you either accept them, or you burn in hell for all eternity.

I wish it were true. 2008 waited 1 hour to vote. Went to voting early to aviod that and waited 90 minutes. We got there before lunch and the line got longer during lunch.

I think you really blew the post. I've never waited more than an hour to vote at any precinct location, ever.
There are three things I would like to see changed about Ohio early voting.
1) no registering to vote and voting the same day. Causes additional strain and confusion to both the election staff, but also the voter.
2) make more locations available and include some saturday hours. I know that what was done was being railed on as voter suppression, but the real issue was budget problems. Seems the previous governor left a $8 billion dollar deficit, so cuts were made everywhere including cutting down early voting.
Would I consider early voting again?
As a high information person, provided the conditions were better yes.
Vote early? Why? Far fewer polling locations. Much longer lines. On Nov. 6, will be in line before work. Won't have to wait more than a few minutes and get to be legally late for work.

Steve-446003: the reason to know who the poll watchers are working for is so that the state elections board can investigate if there is a pattern of voter intimidation.
When there is a concerted effort of people illegally challenging voters in order to attempt to keep people from exercising their CONSTITUTIONAL RIGHT to vote, and all of the "poll watchers" are from one candidate or party, then the board of elections, whose job it is to conduct complete fair, legal elections, can act quickly to prevent the group from acting illegally.
"Poll Watchers" are usually nothing more than wanna be thugs, intent on discouraging voters. Most have ties to the Republican party, which, apparently, can't seem to win with its messages of hate and destruction of America.

You know, I got a call from the republican party to be an observer. I turned them down (to vote for in primaries, you must declare a party in Ohio). Declaring a party gains you information on that parties candidates mailed to you, requests for donations and requests for help during elections. Now, I kind of wish I hadn't. Frank: There is no evidence that anyone will be losing their jobs. While the Republicans in the House will still have the ability to stall, delay and destroy the country, they will no longer have incentive to do so once President Obama is reelected. The whole purpose behind the move to destroy the country was to prevent President Obama from serving more than one term.
The sequestration rules require reductions in spending in 2013. That does NOT mean that on January 1, 2013, all across the country there have to be sudden, massive layoffs. The DoD does not pay all of its bills on January 1. The cuts taking place would be about $54.7B over the year.
All of this assumes, of course, that the Republicans in the House and the Senate continue to fail to compromise.

I did see the piece on the news today and it was creepy. Here he was talking about the victims of the storm but he was SMILING the entire time. SMILING!!!! I even said as much to my 12 year old who was watching with me. So, ok, I just want to know what in hell is wrong with that person? If there were Stepford husbands, he would be their master and commander. I'm inclined to agree with Witchking... in 2000 the country was in pretty good shape since Clinton served 8 yrs very successfully considering what the hypocrites from the opposing party put him through with the unsuccessful impeachment proceedings. We didn't know what a nincompoop George W would turn out to be and Al Gore was considered too droll and on the "fringe" with his concerns over ecology. But this time around, we know what our country is threatened by with the profound dishonesty and servitude to the elitist worshiping Romney/Ryan team. In Obama’s case, that’s 2009. Now, that year’s spending was inflated by a lot of stuff related to the Great Recession and financial rescue, so it’s a high base, but it’s still the legitimate starting point. And MW tries to be fair by assigning the 2009 stimulus spending and some other appropriations from that year to Obama’s record.
The Washington Post Fact Checker made two other adjustments, one of which I think is legit. First, he re-assigned some of the 2009 Troubled Asset Relief Program (aka TARP, aka the bank bailout) spending to Obama, a peculiar choice given that this was clearly a Bush program. But OK … it is true that the 2009 TARP estimate turned out to be too high (giving President Obama a high spending perch to come down from) and later budgets’ adjustments to the TARP took the spending down as estimates began to reflect far fewer bank losses than expected (though this doesn’t effect that endpoint comparisons of 2009 and 2013 made by MW).
This is also very cherry-picky of the Post … they didn’t go through and adjust other presidents' base years for other anomalies, of which there are many (recessions, wars, etc.). On the other hand, the WaPo is correct that MW’s endpoint in 2013 is biased down, since MW uses the CBO "current law" outlays for that year instead of CBO’s score of the president’s actual budget request. When you plug that in, instead of MW’s 1.4 percent spending growth per year, you get 2.4 percent.
But here’s the clincher. Do it the WaPo way, including the (bogus) assignment of 2009 TARP addition to Obama, do it my way (with the correct 2013 endpoint), or do it MW’s way, you still get essentially the same result: spending under Obama increased more slowly than under any president since the 1950s.
This isn’t just academic, nor is it simply a matter of blowing away some Republican talking points. The view that spending is out of control under the President is a key theme of the Tea Party, and it thus played a central role during the 2010 midterm elections. And in no small part, those results heralded an era of political dysfunction that continues to generate steep human costs.
This erroneous spending meme and the politics it engenders has thus far crushed any chance of additional job measures, leaving us slogging along at levels of unemployment that should be unacceptable. Moreover, this state of affairs is even more unconscionable when you consider that the cost to the government of borrowing right now is lower than it has been in 60 years.
One day, facts will again matter. The sooner that day comes, the better."

When you have a designated distance to campaign and people try to enter the polling place wearing T-shirts of one candidate or the other, they have to be stopped. When polling officials voice a preference for one candidate or another, this is a violation. If one political party or another has their ballot tossed in the trash, a watcher will know. If the tallies are calculated in favor of one candidate or the other, the watcher will know.

In Minnesota we have Challengers and Observers. Neither is allowed any contact with the voters, and neither is allowed to have any party symbols displayed.
Challengers are appointed by political parties and must have a certificate from that party. Only one challenger per party is allowed in the polling place. All challenges must be presented to an election judge in writing, and the challenge must be based on personal knowledge.
Observers are appointed or authorized by state or local government authorities. They keep their mouths shut and observe. Period! They are NOT required to disclose which party they are affiliated with. In fact, they are not required to be affiliated with a party.

In Minnesota, a poll watcher/observer inside the polling place is not allowed any contact with the voters. Any attempt to 'help & advise' will get them gently (or not so gently) escorted 100 feet from the building.
A voter can bring their own help (such as an interpreter) with them. The only other people allowed to converse with them are the election judges, and they are only allowed to 'help'.. not 'advise'.

It would take too long to discredit all of his trash, so let's just deal with one that indicts all the others. George Soros, the guy he claims to be a Marxist billionaire (a clear oxymoron) is generally credited with having funded Solidarity in Poland and similar other movements in the former Iron Curtain bloc.
