    Obama campaign gives database of millions of supporters to new advocacy group

    President Barack Obama’s presidential campaign has turned over its most valuable asset — a massive computer database containing personal data on millions of American voters — to a new advocacy group created to advance the White House agenda on issues ranging from gun control to immigration reform. 

    Organizing For Action (OFA), the advocacy group set up in recent weeks by the president’s top political aides, has already acquired access to the database under a leasing agreement with the Obama campaign, Katie Hogan, a former Obama campaign aide who is now serving as spokeswoman for the lobbying group, told NBC News. The information will be used to unleash an “army of the door knockers” to back the president’s legislative agenda as well as raise money for “issue ads” – particularly in crucial congressional districts, she said.  

    As an opening salvo, the group on Friday urged the president’s supporters to call members of Congress in support of Obama’s gun control proposals, even offering a sample script of what they should say.


    The creation of OFA, which is being chaired by former Obama campaign manager Jim Messina, is stirring controversy – both among public interest groups over the group’s plans to accept unlimited corporate donations, and among privacy advocates over the transfer of the database.

    “It’s extremely worrisome,” said Lillie Coney, associate director of the Electronic Privacy Information Center, noting that Obama campaign supporters likely have no idea that personal data they voluntarily shared with the campaign has now been transferred and is being used for purposes beyond the election.

    Dubbed the “nuclear codes” by campaign aides, the Obama campaign database is widely described as one of the most powerful tools ever developed in American politics. According to published reports, it contains the names of at least 4 million Obama donors – as well as millions of others (the campaign has consistently refused to say how many) compiled from voter registration rolls and other public databases. In addition, the campaign used sophisticated computer programs — with code names like “Narwhal” — to collect information through social media: Anybody who contacted the campaign through Facebook had their friends and “likes” downloaded. If they contacted  the campaign website through mobile apps, cellphone numbers and address books were downloaded. Computer “cookies” captured Web browsing and online spending habits.

    “I can’t think of anything that rivals this data,” said Coney, noting that much of the data was voluntarily supplied by voters, something that consumers are often reluctant to do when dealing with commercial companies. “The private sector would love to be able to do what the (Obama) campaign was able to do.”  

    OFA spokeswoman Hogan said that Obama supporters have the option in emails they receive of opting out — or unsubscribing — from the list, as required by federal law. But critics say that is not necessarily an option for information collected about voters through other means (such as public databases) and note that many on the list likely don’t notice the “unsubscribe” fine print on the emails.

    At the same time, OFA’s plans for corporate-backed lobbying of Congress have spurred sharp criticism from campaign reformers — a cause the president once championed. Fred Wertheimer, president of Democracy 21, a leading reform group, called OFA “dangerous and unprecedented,” noting that it has been set up under the same section of the tax code used by controversial GOP advocacy groups, such as Karl Rove’s Crossroads GPS (as a 501(c)(4) “social welfare” nonprofit organization). This will allow the group to accept unlimited donations from wealthy individuals and corporations.

    “With his decision to allow corporations to fund the new organizations that will operate as an arm of his presidency, President Obama has ‘given a green light to a new stampede of special interest money,’” said Wertheimer in a statement that quoted Obama’s own words two years ago to denounce the Citizens United Supreme Court decision striking down  many campaign finance limits. “This would take President Obama about as far away as he could possibly get from the goal he set in 2008 to change the way business is done in Washington.”

    In response to a request for comment, a White House spokesman emailed recent comments by top Obama political adviser David Plouffe to ABC’s George Stephanopoulos: “Yes, we will voluntarily disclose all of our donors,” Plouffe said. “And we're very excited. The people who actually made the president's campaign in both '08 and '12, our great grassroots volunteers, were pretty clear after the election they wanted to stay with it and they want to be out there organizing, driving message, holding people accountable on issues like immigration, you know, the deficit and jobs, gun safety.”

    But how much the group will disclose about the source of its money is still unclear. There is no legal requirement for a 501(c)(4) group like OFA to do so. Hogan, the OFA spokeswoman, declined to say how often the group will make disclosures or whether it will report amounts that donors give or simply provide a list of contributors. (Such a list -- without amounts detailed -- was recently released by the Presidential Inaugural Committee.) “That’s still being worked out,” she said.

    As if to underscore the role of major corporations in helping to underwrite OFA, the unveiling of the group came at a special invitation-only event on inaugural weekend at the Newseum, sponsored by Business Forward, a corporate-backed trade group close to the White House, according to a Politico account. Business Forward -- whose charter members include Citi, Dow Chemical, Duke Energy, Ford, Google and Comcast, majority-owner of NBCUniversal, parent company of NBC News -- had lobbied for the White House-backed fiscal cliff deal, specifically touting its tax breaks for businesses, such as write-offs for new capital investment and research and development credits, according to a statement on the group’s website.

    “We need you. This president needs you,” Messina said at the launch event, according to the Politico account, adding that the national advisory board of OFA will be “filled with people in this room.”  

    One corporate executive who attended the event told NBC News the roll out -- which featured a spirited talk by former President Bill Clinton on gun control -- drew numerous major Obama campaign bundlers and fundraisers, such as Obama campaign finance chairman Mathew Barzun (now reportedly a front-runner to be tapped for ambassador to the Court of St. James) and finance director Rufus Gifford.

    “My takeaway from this was that they set this up to take advantage of the Citizens United decision and operate this outside the Democratic National Committee so they won’t have to file (election) reports,” said the executive, who asked not to be identified.

    Hogan, the OFA spokeswoman, said that OFA will not run campaign ads — only “issue” ads that do not fall under the election laws.

    But the underlying political purpose of the group is not disputed. “The way it’s organized, we legally can’t participate in elections,” Stephanie Cutter, a top Obama campaign official who now serves on the board of OFA, said at a recent Politico-sponsored inaugural event. “But that doesn’t mean the issues we’re organizing around won’t mobilize the American people to vote for things — to vote for that economy we’ve been working for, to vote for immigration reform, to vote for common sense gun reforms. I think we can affect elections, we just can’t legally be involved in them — for this particular organization.”

    Fiscal cliff, elections boost spending on lobbying

    Congress’ fiscal cliff fiasco, a flurry of lame duck legislation and election-season politics drove some of the nation’s most powerful lobbying forces to double down on their governmental influence efforts late last year, newly filed reports show.

    Such an uptick foreshadows what could be ever-more-aggressive lobbying on federal finances, taxation, energy and social issues like immigration and gun ownership as President Barack Obama enumerated in his inaugural address Monday.

    The trend may end a prolonged lobbying spending slowdown largely prompted by Capitol Hill gridlock and a dearth of meaningful legislation receiving consideration during much of 2011 and 2012.


    In all, about half of the year’s top 100 lobbying organizations spent more on lobbying in the fourth quarter of last year than in the third quarter. About half also showed an overall increase in spending for 2012, a Center for Public Integrity analysis of congressional disclosure reports and Center for Responsive Politics data indicates.

    The U.S. Chamber of Commerce’s year-over-year lobbying spending skyrocketed more than 88 percent, from $66.4 million to more than $125 million, to easily lead all other organizations.

    Prominent business and financial lobbies, meanwhile, rank among organizations that spent significantly more during the fourth quarter of 2012 than they did during the third quarter, including the National Association of Realtors ($15.4 million from $9.8 million), the Business Roundtable ($4.8 million from $4 million), JPMorgan Chase and Co. ($3.2 million from $1.4 million) the American Bankers Association ($2.1 million from $1.8 million) and Visa ($1.7 million from $1.1 million), records show.

    For the business roundtable, the jump represents an “intensified effort” to influence fiscal cliff negotiations, permanent normalized trade relations with Russia and tax reform, said Tita Freeman, an organization spokesperson.

    But percentage-wise, the greatest lobbying spending growth late in 2012 comes from companies representing a variety of industries aghast at the package of automatic tax increases and spending cuts that had been slated for implementation had Congress not struck a last-minute deal to avoid them.

    They include information technology behemoth Oracle Corp. ($1.8 million during the 4th quarter from $640,000 during the 3rd quarter), energy giant Southern Co. ($5.1 million from $2.5 million), Duke Energy ($2.3 million from $1.3 million) and Dow Chemical ($2.6 million from $1.6 million), according to congressional records.

    Defense contractors Northrop Grumman, Lockheed Martin, Raytheon Co. and General Dynamics also reported moderate increases from the third quarter to the fourth. These and other companies that rely on government contracts stood to potentially lose billions of dollars had automatic federal spending cuts been put in place at the end of 2012.

    While not yet among the nation’s biggest-spending lobbying forces, the National Rifle Association and the affiliated NRA Institute for Legislative Action together fueled their 2012 lobbying efforts with about $3 million – more money than during any other single year.

    The NRA’s lobbying comes as the association finds itself in the midst of a nationwide conversation, and looming political battle, over gun ownership restrictions following the December massacre of 26 people at a Connecticut elementary school.

    The gun rights lobby also faces a host of new and moneyed lobbying opponents this year, most notably organizations led by former Rep. Gabrielle Giffords, D-Ariz., and New York City Mayor Michael Bloomberg, independent. Pro-gun advocates have historically and exponentially outspent gun control interests.

    Facebook, for its part, posted its priciest quarter ever — $1.4 million in the fourth quarter — and passed the seven-figure threshold for the first time during a three-month period. The social media company, which didn’t invest a cent in federally reportable lobbying until 2009, spent nearly $4 million in 2012, or about three times the $1.35 million it spent in 2011, and shows no indication its slowing its rapid expansion into the political sphere.

    Generally, federal legislation, congressional activities and regulatory action prompt most lobbying spending, although recent dollar-figure spikes are caused, in part, by national elections.

    Take the U.S. Chamber of Commerce and the National Association of Realtors.

    The two business organizations are among a small group of lobbies that opt to disclose their state- and grassroots-level lobbying (and sometimes political organizing) costs alongside their federally focused efforts.

    The pending disclosures do not, however, appear to include the tens of millions of dollars collectively spent on directly attacking or supporting political candidates, primarily through television and radio advertisements, during the 2012 election.

    “Our 2012 lobbying figures reflect that it was an election year, where the Chamber engaged in an unprecedented voter education campaign to educate the public about candidates' positions on issues critical to free enterprise, such as health care, regulation, energy production and taxes,” Chamber spokeswoman Blair Latoff Holmes said.

    The Realtors also engaged heavy political field organizing efforts, said Jamie Gregory, deputy chief lobbyist for the association, which reported $41.4 million in spending during 2012 in its federal lobbying reports.

    That figure trailed only the Chamber and put it ahead of General Electric (General Electric is minority owner of NBCUniversal), the National Cable & Telecommunications Association, American Hospital Association, the Pharmaceutical Research & Manufacturers of America, Google, Northrop Grumman, AT&T and the American Medical Association among the nation’s top 10 lobbying spenders last year.

    “Accordingly, we expect a drop in spending during 2013, and in 2014, expect it to go back up,” Gregory said.

    (Comcast Corp., majority owner of NBCUniversal, spent $14.75 million on lobbying in 2012, a decrease of nearly 25 percent from the previous year, ranking it 15th on the list.)

    Several corporations known to have donated money to Obama’s inauguration committee are also among top lobbying forces of 2012: AT&T spent $17.4 million on federally reportable lobbying last year, followed by Southern Co. ($15.6 million), FedEx Corp. ($11.9 million), Microsoft ($8.1 million), and Coca-Cola ($4.8 million), disclosures show.

    Cleric leaps from low-profile life in Canada to center of Pakistan's political maelstrom

    Seemingly overnight, the moderate Islamic cleric and Canadian émigré Tahir-ul Qadri, whose massive protest forced Pakistan’s government to agree to major concessions on Thursday, has risen from obscurity to become a force to be reckoned with in Pakistani politics.

    Until this week, local TV anchors and headlines did not scream his name, as they do now. His face was not plastered on rickshaws and lampposts, nor on signs carried by the 50,000 people who followed him to a sit-in, camp-out, anti-government protest in the cold and rainy streets of Islamabad, where they remain, celebrating his negotiated agreement with government representatives.

    But the 62-year-old Qadri landed squarely at the center of Pakistan's latest political crisis, which saw a population desperate for change and frustrated by leaders long-accused of corruption and ineptitude seize upon his message of free, fair elections and accountability at the highest levels.


    Qadri, who only returned to his homeland in late 2012, had demanded the immediate dissolution of the current government and sweeping reforms to guarantee free and fair national elections, which are expected to be held this spring. He agreed to something less in Thursday's declaration, signed after hours-long, closed-door discussions with government representatives. The deal calls for the dissolution of the current government before March 16, with elections to take place within 90 days, and a pledge to enforce Pakistan's Constitution regarding the eligibility of political candidates. 

    Despite denying having any political ambitions, Qadri made himself a part of the political process by stipulating in the declaration that meetings to discuss Pakistan's Election Commission make-up would be held at his office's headquarters and that his own political party -- the Pakistan Awami Tehreek -- would help select a caretaker prime minister. 

    Lahore-based defense analyst Hasan Askari Rizvi said that Qadri fell short of his aims.

    "His assessment was that as he raises populist demands, other groups and parties will fall in line and he will become the undisputed and popular leader of Pakistan. This did not happen," Rizvi said. "However, the federal government in Islamabad has become hostage, because he has brought huge number of his followers to Islamabad, making it impossible for the government to take any action against him."

    Tahir-ul Qadri, a moderate Islamic cleric who led a protest in Islamabad that forced the government to make major concessions on Thursday, tells NBC News that his movement is aimed at implementing 'transparency' into Pakistan's government.

    Still, for a country built on a feudal mentality, where political loyalties are handed down over generations like family heirlooms, Qadri’s accomplishments are no small feat.

    So how did he do it? One former government official, who attended a Qadri rally this week, heard him address the crowd, and spoke to those in attendance, called that "the million dollar question."

    "This chap .. he comes here and he holds a huge public meeting in Lahore, which is very well organized and very well-attended, and then this enormous march to Islamabad?" wondered the official, who spoke with NBC News on condition of anonymity. "How did this happen? Who's supporting him? It's a mystery to me." 

    Professor C. Christine Fair, who teaches at Georgetown University and studies Pakistan, calls Qadri's sudden emergence on the national stage "theater,” and suspects the country’s powerful military helped to engineer the cleric’s return and organize his massive protest.

    "If this came out of civil society, he'd be universally lauded,” she said. “The reason he's not is that a lot of people think he's got an invisible hand behind him. This isn't Pakistani civil society saying enough is enough. It's something else."

    For the last seven years, Qadri has by all accounts led a quiet life in Toronto, where he immigrated with his wife and children. But he'd made a name for himself in certain Pakistani circles much earlier. 

    In the mid-1980s, early in the presidential tenure of Gen. Zia-ul-Haq, the young Qadri was already a known quantity in the corridors of power.

    According to a former government official, Qadri was one of a handful of Islamic scholars called in to present his views on how a proper Islamic state should function to Zia -- who came to power in 1977 in a military coup and launched the Islamization of Pakistan -- and his cabinet. Whether or not his input was used is unclear, but he left an impression -- that of a confident, moderate, articulate young scholar who was incredibly knowledgeable on Islam. 

    His early political career in Pakistan, however, was brief and largely forgettable. He founded the Pakistan Awami Tehreek (PAT) political party in 1989, listing education as its top priority and promising to revive "the faith of the masses in politics, elections and the government." Qadri briefly held office as a member of parliament during the military dictatorship of Gen. Pervez Musharraf, from 2002 until he resigned in protest in 2004. One local report at the time quoted him as saying that Musharraf had reduced parliament's power to "a rubber stamp." 

    "I don't feel that I should sit in such a powerless parliament which can be suspended with a single stroke of a general's pen," he told Pakistan's Daily Times at the time. 

    But after leaving the political arena, Qadri succeeded in developing an international network and loyal following in religious and social circles. In 1981, he established an organization called Minaj-ul-Quran International (MQI), founded to promote "true Islamic teachings and philosophy" for those "dissatisfied with the existing religious institutions and organizations and their narrow-minded approach," according to the group's website. 

    The MQI manifesto espouses, "Love, peace, harmony, universal brotherhood, justice, equity and prosperity," and boasts a registered membership of 280,000 worldwide. The organization claims to be operating in more than 90 countries, including operating 69 educational and cultural centers in Pakistan, and 600 schools educating 170,000 students across the country. A social welfare and disaster relief sister organization was added in 1989, which the website says has delivered aid to victims of "the Tsunami affecting Indonesia; the Bam earthquake, Iran; the South Asian earthquake in Pakistan, as well as various developments and educational projects in Pakistan and other underprivileged countries."

    Pakistan's envoy to US faces potentially deadly blasphemy charge

    After founding MQI, Qadri appears to have spent years trying to be heard and cultivating his public image. He wrote books (1,000 of them, according to his website, of which 43 have been published), delivered lectures (5,000 total, 1,500 of which are available for purchase on CD or DVD at MQI sale centers "around the world"). His message and achievements are cross-published and highlighted on multiple websites, including those of his Islamic organization, his political party and his personal site. 

    But it wasn't until March 2010 that he strode onto the international stage. Qadri wrote and published a 500-page “fatwa,” or Islamic decree, "to place the Islamic stance on terrorism precisely in its proper perspective before the Western and Islamic worlds." The document, which is available for download in four different languages, lays out Quranic laws prohibiting terrorism and the killing of others in the name of Islam. At the time, nine years into the West's "War on Terror," his unequivocal language condemning terrorist acts set him apart from most Muslim scholars, and the world took note. His fatwa won praise from the U.S. State Department, drew international news coverage and made Qadri a sought-after speaker on the international circuit. 

    In November 2010, he came to Washington, D.C., and delivered a lecture at Georgetown University's Center for Muslim-Christian Understanding. He spoke at the United States Institute of Peace that same month about the struggle against radicalism in Islam. He traveled to England and Australia to discuss terrorism and integration. But back in Pakistan -- where gas prices ballooned, power shortages proliferated and terrorism intensified -- Qadri remained a non-player.

    But while he enjoyed success in his adopted country, Qadri's home country was in precipitous decline. 

    The International Monetary Fund last year issued a dismal report on Pakistan's deteriorating economy, citing "deep seated and structural problems and weak macroeconomic policies" that have led to low GDP growth and a drain of foreign exchange reserves. Terrorist attacks have killed tens of thousands of Pakistanis and left the country teetering on the precipice of security chaos. A 2012 Gallup survey revealed President Asif Ali Zardari's performance ratings had plummeted and that 87 percent of Pakistanis believed the country was headed in the wrong direction. Power struggles between the military, judiciary and ruling government persisted, preventing legislators hell bent on maintaining their posts from turning their full attention to the nation's needs. 

    Many thought the answer to the country's ills lay with former cricketer-turned-presidential-candidate Imran Khan. His self-proclaimed "tsunami" of supporters, inspired by his reputation as an outsider determined to change the system, set attendance records at his rallies, and gave Pakistan's notoriously rough-and-tumble journalists someone to cast as the political dark horse. But the candidate of change lost some of his shine in the Fall of 2012, when he began cherry-picking senior members of the same political parties he was criticizing for his leadership team. One senior adviser, Shireen Mazari, resigned from his party in protest in September. In her resignation letter, she accused Khan of trading his original ideals for “traditional ‘electables.’”

    For a country seeking salvation, Qadri, free from the confines of political process, checks the boxes that others in the current cast of characters in Pakistani politics cannot.

    "Who are the other people to be supported?" asked one former government official, who also spoke on condition of anonymity. "They are maybe not as incompetent and corrupt (as the current government leaders), but they are very good runners-up."

    Qadri's message, on the other hand, has been simple and consistent. 

    He has demanded free, fair and transparent elections in a country where political patronage is often bought. He's demanded that political candidates meet the constitutional requirements for candidacy, such as paying their taxes. A recent investigation by Pakistani journalist Umar Cheema found that fewer than one-third of Pakistan's members of parliament file annual tax returns, including president Zardari. 

    Rizvi says Qadri's support is borne of "widespread alienation" in Pakistan, and is in reaction to the poor performance by the federal and provincial governments.

    But professor Fair believes Qadri's quick rise has all the hallmarks of Pakistan's powerful military, which has historically worked to influence policy and force political turnover -- both behind the scenes and through direct intervention. Though the military leadership has publicly taken a backseat during power struggles playing out before national elections, she believes it is privately pulling strings to prevent the same government officials from winning a majority, and to keep its hand in the game.

    "They know that Pakistanis will not tolerate a direct military intervention. And this is (going to be) the second peaceful transition where parliament serves out its full term in Pakistan," Fair said of the military leaders. "Every time it happens, it makes it more difficult for the army to intervene. I don't think the intention is to overthrow the government -- it's to weaken the PPP (ruling party) before elections."

    In an interview this week with NBC News, Qadri lambasted the current government as a "total failure," but insisted his goal was to reform, not topple it.

    "We want to eradicate our political process and electoral process from might, money and manipulation," he said. "We want true democracy in place.”

    He vehemently denied any support from Pakistan's military, or from external forces, as has been speculated in the local press, calling it "a false accusation," and "disinformation."

    Now that he has the ear of the country and its leaders, it's unclear what Qadri will do next. 

    Under the agreement signed Thursday, he has a role to play in the lead-up to elections. And while he insists he holds no political ambitions, that doesn't stop him from comparing himself to the elected-leader of the United States when asked what he stands for.

    "I would say my slogan is like the slogan of Obama in America," he said. "He stood for change. If Americans accepted the slogan of change and voted for him, why not the same change? Democratically formed, the change in the corrupt system, why not the same change, democratically, peacefully should come in Pakistan?”

    Karl Rove's election debacle: Super PAC's spending was nearly for naught

    Karl Rove's American Crossroads super PAC had big-money backers, but achieved minimal results, according to a study by the Sunlight Foundation.

    Karl Rove was the political genius of the George W. Bush era -- the architect of the last Republican president's two electoral victories. But this week, he may have had the worst election night of anybody in American politics.

    Not only did Rove insist on Fox News that Ohio was still winnable for Republican challenger Mitt Romney after all the TV networks had called it for President Barack Obama -- causing anchor Megyn Kelly to march down to the Fox "decision desk" mavens, who assured her on air that they were "99.9 percent" confident in their call -- but his trailblazing "independent" super PAC operation was virtually shut out on election night.


    A study Wednesday by the Sunlight Foundation, which tracks political spending, concluded that Rove's super PAC, American Crossroads, had a success rate of just 1 percent on $103 million in attack ads -- one of the lowest "returns on investment" (ROIs) of any outside spending group in this year's elections.

    American Crossroads spent heavily, not just on Romney, but on attack ads on behalf of GOP Senate candidates in eight states -- thanks to mega contributions from conservative donors like metals magnate Harold Simmons ($19.5 million), Texas homebuilder Bob Perry ($7.5 million) and Omni hotel chief Robert Rowling ($5 million.)

    The super donors didn't get much for their money. Six of the eight GOP Senate candidates that American Crossroads spent money to try to elect – Tommy Thompson in Wisconsin, George Allen in Virginia, Josh Mandel in Ohio, Richard Mourdock in Indiana, Denny Rehberg in Montana and Todd Akin in Missouri – lost their races, along with Romney. The group did, on the other hand, help to elect Deb Fischer in Nebraska and Dean Heller in Nevada.

    (The Sunlight Foundation calculation of "return on investment" was based on the percentage of money it spent on individual races-- and since Crossroads spent the most on the races it lost on, the group earned its low 1 percent "return on investment" or ROI. A sister group, Crossroads GPS, which operates out of the same offices as American Crossroads but does not disclose its donors, fared little better, netting a return on investment of only 13 percent, according to the Sunlight Foundation report.)

    Some in his own party also were unimpressed by the performance of Rove's Crossroads operation. Donald Trump posted a message on Twitter saying: “Congrats to @KarlRove on blowing $400 million cycle. Every race @CrossroadsGPS ran ads in, the Republicans lost. What a waste of money.”

    Jonathan Collegio, a spokesman for American Crossroads, dismissed the Sunlight Foundation report.

    "GOP super PACs helped keep the race close and winnable, despite Obama's massive financial advantage," he wrote in an email to NBC News. "On the Senate races, run the numbers. If you don't count the long-shot self-funders in CT and PA, Senate Democrats outraised their GOP opponents by $60 (million) this cycle – and that disparity is greater if you factor out GOP primary fundraising. The DSCC (Democratic Senatorial Campaign Committee) outraised the NRSC (National Republican Senatorial Committee) by another $20 (million). Few have reported on this."

    "You can’t have an accurate view of the role of super PACs without the context of how Democrats leveraged incumbency to outraise their opponents by literally hundreds of millions of dollars," he added.

    The American Crossroads debacle was only the most dramatic example of the limits of big money in this election, according to the Sunlight Foundation report. About $1.3 billion was spent by outside groups overall -- about two-thirds on the Republican side -- and for the most part their returns were equally low. The Chamber of Commerce, for example, spent $31 million-and had a 5 percent return, according to the Sunlight study. The conservative American Future Fund spent $23.9 million and also realized a 5 percent return. The National Rifle Association spent $11 million, and got shut out.

    "It may mean people really don't like big money in politics," says Kathy Kiely, the Sunlight Foundation analyst who co-authored the study. "Maybe they prefer it be spent on something else."

    Money can't buy happiness, nor can it buy an election, apparently.

    The top donors to super PACs in 2012 did not fare well — casino magnate Sheldon Adelson, the No. 1 super PAC contributor with more than $53 million in giving, backed eight losers at this writing.

    Adelson was top backer of the pro-Mitt Romney Restore Our Future super PAC, with $20 million in donations. Romney lost to President Barack Obama. In addition, Adelson's contributions to super PACs backing U.S. Senate candidates in Florida, Virginia and New Jersey were also for naught.

    He was not the only conservative billionaire who had a bad night.


    Contran Corp. CEO Harold Simmons, (No. 2), homebuilder Bob Perry (No. 3) and TD Ameritrade founder Joe Ricketts, (No.4), also bet on Romney. Collectively, the trio gave $13.4 million to Restore Our Future, and Ricketts' super PAC, Ending Spending Action Fund, spent an additional $9.9 million helping Romney's failed bid.

    Fred Eychaner, founder of Chicago-based alternative-newspaper publisher Newsweb Corp., was the only one of the top five donors to super PACs to back a winner -- President Barack Obama.

    The super donor winner of the night was Newsweb Corp. CEO Fred Eychaner (No. 5). Eychaner gave $3.5 million to pro-Obama super PAC Priorities USA Action through the most recent filing period, which ended Oct. 17, according to Federal Election Commission records.

    In Florida, Republican Rep. Connie Mack lost his challenge to the popular Democratic Sen. Bill Nelson, who won with 55 percent of the vote. Adelson gave $2 million to the pro-Mack super PAC Freedom PAC, and Simmons and Perry gave a combined $255,000 to the group.

    The hotly contested Senate race in Virginia attracted $2.5 million from Adelson and Perry, both giving to Independence Virginia, the super PAC supporting former Republican Sen. George Allen. His opponent, Democratic Gov. Tim Kaine, won the seat with 52 percent of the vote.

    The casino billionaire's $1 million to Patriot Prosperity, a New Jersey-specific super PAC supporting the Republican candidate for U.S. Senate, Joe Kyrillos, and the Republican candidate for U.S. House in the state's 9th District, Rabbi Shmuley Boteach, did not pay off.

    Sheldon Adelson, chairman and CEO of the Las Vegas Sands Corp., pumped $53 million into the election, but apparently backed only one minor winner by helping defeat a Michigan ballot initiative.

    During the primary season, Adelson's $16.5 million in contributions to the super PAC Winning Our Future was not enough guide former House Majority Leader Newt Gingrich to a Republican presidential nomination, though it is credited with keeping him in the race longer than expected. Nor were Adelson's contributions enough to help Texas Lt. Gov. David Dewhurst win the GOP primary for Texas Senate earlier this year, a cause to which gave at least a quarter-million dollars.

    Adelson did score one point with his $2 million contribution that helped sink a Michigan ballot initiative seeking to enshrine collective bargaining in the state's Constitution. Adelson runs the only non-union casinos on the Las Vegas Strip.

    Election's enigmatic biggest corporate donor has contributed $5.3 million

    In the campaign's closing weekend, President Obama and Governor raced across several battleground states to rally supporters as voters get ready to head to the polls in less than 24 hours. NBC's Peter Alexander reports.

    Updated 5:20 p.m. ET -- The biggest corporate contributor in the 2012 election so far doesn’t appear to make anything — other than very large contributions to a conservative super PAC.

    Specialty Group Inc., of Knoxville, Tenn., donated nearly $5.3 million between Oct. 1 and Oct. 11 to FreedomWorks for America, which is affiliated with former GOP House Majority Leader Dick Armey.

    FreedomWorks’ super PAC has spent more than $19 million on political advertising, including $1.7 million on Oct. 29 opposing Tammy Duckworth, a Democrat running for Congress in Illinois against Tea Party favorite Joe Walsh, a first-term incumbent.


    The buy was more than four times greater than the group’s previous largest single expenditure.

    Specialty was formed only a month ago. Its “principal office” is a private home in Knoxville. It has no website. And the only name associated with it is that of its registered agent, William S. Rose Jr., a lawyer whose phone number, listed in a legal directory, is disconnected.

    Rose released a press release Monday saying the company was created to "buy, sell, develop and invest in a variety of real estate ventures and investments." 

    In the six-page statement, Rose said he was a "disappointed, yet staunchly patriotic, baby boomer" with concerns about the administration's handling of the terrorist attack on the U.S. diplomatic mission in Benghazi, Libya, as well as the Department of Justice's botched "Operation Fast and Furious" gun-walking program. 

    Specialty is the biggest and most mysterious corporate donor to super PACs, but it is not unique.

    A new analysis by the Center for Public Integrity and the Center for Responsive Politics shows that companies have contributed roughly $75 million to super PACs in the 2012 election cycle.

    Super PACs, which were created in the wake of the controversial U.S. Supreme Court’s Citizens United decision in 2010, can accept donations of unlimited size from corporations, unions and individuals. They spend the funds mostly on negative advertising.

    The centers’ analysis found that 85 percent of money from companies flowed to GOP-aligned groups, 11 percent went to Democratic groups and the remainder went to organizations not aligned with either party.

    Prior to Citizens United, corporate spending on candidate advertising was not allowed. The decision raised fears that massive donations from corporate treasuries would flood the election in 2012.

    In fact, the largest amounts have come from wealthy businessmen. However, about 11 percent of the $660 million raised by all super PACs through mid-October has come from company treasuries — mostly privately held businesses, sometimes organized as limited partnerships or limited liability companies.

    High-profile donors
    Yet a few high-profile companies haven’t been afraid to jump into the partisan fray.

    In mid-October, oil and gas giant Chevron donated $2.5 million to a super PAC close to House Speaker John Boehner, R-Ohio, called the Congressional Leadership Fund, which has aired a bevy of ads attacking Democratic House candidates.

    Oxbow Carbon, the energy company owned by billionaire William Koch, the lesser-known brother of conservative industrialists David and Charles Koch, and Contran Corp., the business of Republican super donor Harold Simmons of Texas, have both steered significant sums to the coffers of super PACs.

    With polls showing a neck-and-neck presidential race, NBC's Chuck Todd runs through some potential paths to presidential victory, including how it might go if President Obama won the Electoral College vote and Governor Romney won the popular vote.

    Oxbow Carbon has donated $4.25 million to GOP super PACs, making it the No. 2 corporate donor to super PACs, while Contran, No. 3, has donated more than $3 million to Republican-aligned groups.

    Another top corporate donor is a retirement community in central Florida known as The Villages — a Republican stronghold where Paul Ryan held his first campaign rally the day after GOP presidential nominee Mitt Romney named him as his running mate.

    Developer H. Gary Morse created The Villages more than 50 years ago, and this election cycle, more than a dozen companies connected to Morse and The Villages have collectively steered $1.6 million to GOP super PACs. That’s in addition to the $450,000 that Morse and his wife, Renee, have donated from their personal funds.

    Notably, Morse is also the Florida co-chairman of the Romney campaign, and during the Republican National Convention, Morse’s Cayman Island-flagged yacht, named “Cracker Bay,” was the site of a soiree for some of Romney’s top donors and fundraisers.

    Other high-profile corporate donors include:

    • The Apollo Group, a for-profit education company, which gave $75,000 to the pro-Romney Restore Our Future and another $5,000 to JAN PAC, the super PAC of Arizona’s Republican Gov. Jan Brewer;
    • Convenience store giant 7-Eleven, which donated $25,000 to Hoosiers for Jobs, a super PAC that supported Sen. Dick Lugar, R-Ind., during his failed primary campaign;
    • Hamburger chain White Castle, which gave $25,000 to the Congressional Leadership Fund;
    • Defense contractor B/E Aerospace, which gave $50,000 to Restore Our Future;
    • Payday lender QC Holdings, which gave $25,000 to Restore Our Future; and
    • Weaver Holdings, the parent company of the Indiana-popcorn company known for its brands “Pop Weaver” and “Trail’s End,” sold by Boy Scouts across the country, which has donated $2.4 million to American Crossroads, the super PAC founded by GOP strategists Karl Rove and Ed Gillespie.

    Only a few other Fortune 500 companies have joined Chevron, which ranks third on the elite list behind only Exxon Mobil and Walmart, in making contributions to super PACs, and none has given as much as the energy giant.

    Caesar’s Entertainment Corp., for instance, ranked by Fortune at No. 288, has given $150,000 to Majority PAC, a group that is spending to help Democrats retain the majority in the U.S. Senate.

    “Fortune 500 companies are the least likely to be the ones who will be out in front giving publicly,” said Rick Hasen, a law professor at the University of California-Irvine. “They want to have influence over elections and elected officials, but they don't want to alienate customers.”

    By category, companies in the finance, insurance and real estate sector donated more than $15 million, “general business sector” firms gave about $14 million and energy sector companies contributed more than $11 million, according to the analysis.

    Unions, by contrast, have donated about $60 million to super PACs, from their treasuries or political action committees.

    The top union donors include the National Education Association ($9 million), the United Auto Workers ($8.6 million) and the AFL-CIO ($6.4 million). All of these groups have spent heavily on Democratic candidates.

    Money 'hiding in plain sight'
    Additional corporate money may be flowing through politically active nonprofits that don’t disclose their funders.

    “I strongly suspect that most of the corporate money is hiding in plain sight in trade associations like the U.S. Chamber of Commerce,” said Ciara Torres-Spelliscy, a professor at the Stetson University College of Law.

    For its part, the Chamber — which collects dues from companies such as Aetna, Chevron, Dow Chemical and Microsoft — has reported spending more than $35 million on political ads, which have overwhelmingly favored Republican politicians.

    Facts about Specialty Group Inc. are scant.

    Records filed with the Tennessee Secretary of State’s office show it registered on Sept. 26, listing 61-year-old attorney William S. Rose, Jr., as its agent. Rose’s $634,000 home — about a 30-minute drive from downtown Knoxville — is listed as its “principal office.”

    Yet the company’s money has made a huge impact.

    After the cash infusion from Specialty, FreedomWorks produced numerous advertisements, including one that blasts Duckworth as a crony of former Illinois Gov. Rod Blagojevich, who was impeached and sentenced to 14 years in federal prison following a corruption scandal.

    Duckworth is a double amputee and Iraq War veteran. She headed Illinois’ Department of Veteran Affairs and later served in President Barack Obama’s U.S. Department of Veterans Affairs.

    FreedomWorks’ new ad features grainy footage of Duckworth and audio of her saying, “Gov. Blagojevich has charged me with the mission of taking care of my buddies, and that is what I’m doing.” But it leaves out the fact that when she said “buddies,” she was referring to other veterans and members of the military.

    FreedomWorks for America treasurer and legal counsel Ryan Hecker says the organization only supports candidates who are “ethically right.”

    Anton Becker, Duckworth's campaign press secretary, says it’s conservative outside groups who are peddling "lies."

    When asked for details about Specialty Group and the source of its contributions, Hecker expressed ignorance, and doubted that voters care about where the money came from.

    “We are in compliance with the law, and we are doing what we can to report to the Federal Election Commission,” he said. “If there’s an issue with Specialty, it’s their issue. It’s not our issue.”

Michael Isikoff
